Abstract:	
The controversy over prescription drug sampling that caused the curbing of the drug diversion bill is discussed. The Pharmaceutical Manufacturers Association was unable to go along with the stiff corporate penalties for sampling abuses included in the amended bill. By opposing the sampling provision, the association virtually guaranteed that the bill would not be passed.
